The Town of Clarkstown has been part of Rockland Community Power, a Community Choice Aggregation (CCA) with five other villages and towns in Rockland County, using our collective purchasing power to offer fixed rate renewable electricity supply as the default for eligible O&R customers in those towns and villages. At the end of September 2024, our current contract with the electricity supplier Constellation NewEnergy ends after 18 months, as expected.

At the end of the CCA contract, participating residents will be automatically returned to O&R for their electricity supply. All impacted residents and small businesses will receive a notice from O&R of the exact date their supply service will switch over to O&R for their account(s).

NOTE: The 50% Renewable Fixed Rate Option includes 50% electricity supply matched by Renewable Energy Certificates (RECs) provided by New York State renewable power plants (hydropower, wind, solar). The remaining 50% is matched by RECs sourced from other U.S. renewable electricity sources, but are not tracked or verified by the NYS Department of Public Service. The 50% Renewable Option is not counted as 100% renewable by New York State. Standard supply is a mix of fossil fuels, renewable energy, and a minor amount of renewable energy.
 
Price Stability
Effective April 1, 2023, program participants pay fixed rates for electricity. 2

Participation
All eligible residents and small business electricity customers are automatically enrolled. No action is required. Should you not wish to participate, you may opt out without incurring cancellation fees and penalties. Those who opt out will receive electricity supply from ORU at the variable market rate. 3

100% Renewable Option and Standard Option
If you wish to participate in the program, but don't want the 50% NYS renewable supply option by default, you may still obtain a fixed rate by choosing the 100% renewable option or the standard supply option.

1. Orange & Rockland 12-month trailing average for July 1, 2023 – June 30, 2024 as defined by the Public Service Commission.
2. There's no guarantee that the CCA fixed rate will be lower than the monthly variable Orange & Rockland rate in any given month or over the life of the program.
3. Time-of-use customers, those who have selected an alternative supplier and those with a block on their account will not be automatically enrolled.
